Pocket watch repair on a budget

I have a (I think) 1909 Waltham pocket watch that belonged to my grandfather, serial 17734831.

I have looked around the Internet about getting it fixed.
It has left me afraid.
Getting it to work again would be a dream for me, but I am on very limited fixed income.
Can anyone suggest a good watch repair person who will not "hack" anything...and will do work for a reasonable price?
The stem is loose and popped "up" (what should be the "set" mode) turns the hands, but it will not wind.
Even in the "down" position, it still turns the hands on the dial.
The watch is in very decent shape and is all there.
It has a rather nice case with triple fold outs, including the front glass, which appears to be original.
Any suggestions you may have would be appreciated.

It might help if you could suggest what part of the country you're in: someone might know a good shop.

And for the sake of the forum, we'd like to see pictures of the watch.

I am in Southern Virginia.
Pictures will be coming when I get my camera back and figure out how to do it.
